Air India on Thursday said: “ICA approved UAE residents (returning to UAE from India)” can travel on Vande Bharat Mission (VBM) flights operated by it and AI Express on India-UAE sector from July 12 to July 26. A senior official of a UAE carrier said airlines of UAE have been allowed to fly eligible passengers “both ways from July 12 to 27.”
AI Express says eligible passengers travelling on India-UAE flights will need to “carry Covid-19 negative test result of PCR test conducted not more than 96 hours before departure.”
AI further said that as per an agreement between Civil Aviation Authorities of India and UAE, “AI and AI Express operating evacuation flights to bring Indian citizens from UAE to India will carry ICA approved UAE residents (returning to UAE from India) on the outward journey from India to UAE. On the India to UAE journey, all these flights will carry only those passengers who destined for the UAE. This arrangement will be operational for 15 days from July 12 to July 26, 2020,” AI added.
A senior official of a UAE airline said regarding the eligibility of people who are allowed to travel: “Eligibility from India is for Dubai residents only ICA and GDRFA approved passengers. From UAE to India, only Indian nationals can travel.”
AI Express posted on its website for passengers wishing to travel on India-UAE sector: “Only Resident Permit passengers returning from India to UAE can book. Resident Permit Passengers RETURNING from India to UAE must: (1) Have a valid ICA / GDRFA General Directorate of Residency and Foreign Affairs approval. (2) Passengers are required to carry COVID-19 negative test result of the PCR test conducted not more than 96 hours before departure. (3) Submit Health Declaration Form. (4) Download the COVID-19 – DXB Smart App. (5) Submit Quarantine Undertaking form…. All passengers are required to check the UAE Government Authority website for the latest updates on travel.”
About passengers wanting to fly on UAE-India sector, AI Express said: “Any Indian national who has registered on the website of the Embassy of India, Abu Dhabi or the Consulate General of India, Dubai fulfils the required entry conditions and desires to be repatriated by Vande Bharat Mission (VBM) flights from UAE to India, can now book their tickets… Passengers who have not registered with the Indian Embassy or Consulate at Abu Dhabi or Dubai or does not fulfil entry conditions will not be allowed to travel.”

UAE ambassador to India, Ahmed Al Banna, had said during a webinar on Wednesday that some flights could operate from India to the UAE “very soon” for Indians having valid residency or work permits.
“Hopefully, very soon, we will be able to overcome that and there will be some operations dedicated to those Indians, who are in India with valid residency and work permit and ICA (Federal Authority for Identity and Citizenship) approval and COVID-19 PCR test, to be able to travel from India to the UAE,” Al banna had said.
“We allow visitors and residents back into the UAE on two conditions: One is that they need to have an ICA approval. They have to apply online. It is very simple,” he said. Secondly, they will need to have COVID-19 PCR test done no more than 96 hours from the date of their arrival in the UAE, Al Banna had said.
